The Commission is inviting evidence and insights to inform an update of its 2024 advice on emissions budgets
The Climate Change Commission is engaging publicly over the coming months to inform our work updating our 2024 emissions budgets advice. This update will cover our recommendations on setting the fourth emissions budget and whether to revise earlier budgets.
We’re updating our 2024 advice on emissions budgets after the Government changed the biogenic methane target in 2025.
The first step is inviting written input into how we update our analysis on what the fourth emissions budget should be.
We want to hear from you – from today until Sunday 19 July you will be able to share your evidence and insights via our engagement platform:

Why should you engage with us?
This update will inform our advice to the Government on the fourth emissions budget. Evidence and insights from people and organisations with relevant experience can help us test our analysis and understand what has changed since our 2024 advice.
This matters because communities across Aotearoa New Zealand are already experiencing more frequent and severe climate impacts, including storms, rain, landslides, drought and sea-level rise. Adaptation is essential, but it will not be enough on its own. Limiting future climate risk depends on reducing global emissions, and Aotearoa New Zealand has a role to play in that collective effort.
Emissions budgets set a pathway for Aotearoa New Zealand to meet its 2050 emissions reduction target, as each budget is lower than the previous.
Sharing your evidence and insights is an opportunity to help inform our advice to the Government on what the level of ambition for the fourth emissions budget should be.
What are we looking at?
This is an update to existing advice, so we are focusing on how changes the Government recently made to the Climate Change Response Act affect our previous analysis rather than undertaking new analysis from scratch.
We will consider any relevant important changes since we gave our emissions budgets advice in December 2024. We are inviting evidence and insights on:
- What the changes to the biogenic methane component of the 2050 target mean for emissions budgets.
- How we should account for the new requirement to consider potential implications for domestic food production.
- Significant changes since December 2024 that could affect the appropriate levels of the emissions budgets.
- Specific feedback on the assumptions used in the modelling for our 2024 advice.
