Advice on the fourth emissions budget (2036–2040)

What should the maximum quantity of emissions for this five-year period be? Is there a need to revise earlier emissions budgets?

Overview

Every five years, the Commission reviews Aotearoa New Zealand's emissions budgets that have already been set, and recommends the maximum level of the next emissions budget.

We called for evidence in June and July 2023 and undertook public consultation on our draft advice 8 April – 31 May 2024. We delivered our final report in November 2024.

Update to our 2024 advice

Following amendments to the Climate Change Response Act in December 2025, the Commission will provide the Minister with an update to our 2024 advice on emissions budgets by 31 March 2027.

To inform this update, we will be requesting public input from 9 June – 19 July 2026.
