In April 2023, the Climate Change Commission provided a submission to Parliament's Environment select committee in response to the Climate Change Response (Late Payment Penalties and Industrial Allocation) Amendment Bill. This submission focuses on industrial allocation settings.
In our submission, the Commission outlined how some parts of the Bill in the current approach could allow for significant perverse outcomes from over-allocation that could interfere with proper functioning of the NZ ETS market, increase costs to Government and place emissions reduction targets at risk.
